Well… it is for tying ships to them!!
In the renovation for Fantasmic! it was decided to make the most of the “City Beneath The Sea’s” reflection of the major livelihood in a port city. It does serve very well to divide the viewing areas for a spectacular nighttime show, but in the day time, it explains the division, while maintaining the Theme!
